MCC NEET PG Counselling 2026: NMC to Resolve PwD Rule Grievances; MCC Cannot Relax Eligibility
MCC has clarified that NMC alone frames and clarifies PwD eligibility rules for NEET PG counselling. MCC will implement the notified rules but cannot interpret, relax or modify them.
MCC NEET PG Counselling 2026: Important PwD Grievance Clarification
MCC has clarified that NMC—not MCC—controls the PwD eligibility rules used in NEET PG counselling.
Important action: If your concern is about a disability category, permitted disability percentage, course suitability or interpretation of the PwD guidelines, approach NMC through its official route. MCC says it cannot interpret, relax or modify those rules.
What has MCC announced?
In an official notice dated 15 October 2026, MCC stated that it acts only as the executive agency conducting PG medical counselling and admission. PwD/PwBD rules and eligibility criteria are framed by the National Medical Commission under the Postgraduate Medical Education Regulations and the Rights of Persons with Disabilities Act, 2016.
MCC will implement the notified rules during counselling and allotment. It has no authority to interpret, relax or modify NMC’s provisions.
Who is affected?
This clarification is relevant to NEET PG 2026 candidates who are applying or seeking reservation/eligibility as PwD/PwBD and have a grievance or doubt concerning:
the applicable disability category;
minimum or maximum degree of disability;
suitability for a particular postgraduate medical course;
interpretation of the NMC PwD guidelines; or
eligibility consequences arising from those rules.
Data Analysis: Authority and Candidate Action
Issue | Official Position | Candidate Action | What Remains Unchanged |
|---|---|---|---|
Who frames PwD rules? | NMC | Read the NMC guidelines and seek NMC clarification where needed. | Existing notified eligibility rules continue. |
Can MCC relax or reinterpret eligibility? | No | Do not rely on a request to MCC for a rule waiver. | MCC remains the counselling and allotment agency. |
Where should a rule grievance go? | NMC directly | Use an official NMC route and retain submission proof. | The notice specifies no new grievance deadline. |
How will allotment proceed? | Under NMC rules and competent-court directions | Complete counselling actions within the existing MCC schedule. | Round 1 schedule and matrices are not revised by this notice. |
What PwD candidates should do now
Read the current MCC Information Bulletin and the final NMC PwD guidelines carefully.
Confirm that your assessment and certification comply with the official process applicable to MCC PG counselling.
If the issue is interpretation, disability percentage, category or course suitability, submit the grievance to NMC through an official channel—not as a request to MCC for relaxation.
Keep copies and proof of every representation, medical assessment and certificate.
Continue registration, payment and choice-filling actions within MCC’s existing Round 1 schedule; this notice does not extend those dates.
HGE interpretation: This is an authority-routing clarification, not a relaxation and not a new eligibility rule. A pending grievance does not automatically protect a counselling deadline or create eligibility. Follow the existing portal schedule unless MCC publishes a specific revision.
Seat, cutoff and financial impact
This notice does not add or withdraw seats, change branch availability, publish a cutoff, alter registration/security deposits, revise college fees or stipends, or change bond/service conditions. Predictor and admission-chance calculations should not be altered solely because of this notice.
