Gujarat NEET PG 2026: ACPPGMEC Releases Verified Counselling Regulations, Quota Matrix (GQ/MQ/IQ/UQ), NRI Eligibility & PwBD Guidelines

The Admission Committee for Professional Post Graduate Medical Educational Courses (ACPPGMEC), Government of Gujarat, Gandhinagar, has officially published and clarified the core regulatory framework governing admissions to MD, MS, and PG Diploma courses for the 2026–27 academic year.

In a prominent statutory advisory published on its official web portal (https://www.medadmgujarat.org/pg/home.aspx), the Committee confirmed that 100% of seats across all medical colleges and hospitals in Gujarat—comprising Government Quota (GQ), Management Quota (MQ), and NRI Quota (NQ)—are conducted on merit basis through online mode solely and exclusively by ACPPGMEC.

To provide doctors and postgraduate medical aspirants with absolute clarity, Hire Guide Education provides an exhaustive, verified analysis of quota structures, authentic NRI eligibility conditions, PwBD medical board evaluation rules, and statutory debarment clauses.

1. Verified Normal Quota Architecture (GQ, MQ, IQ, UQ & In-Service)

2. Candidates who passed MBBS outside Gujarat and meet the prescribed Gujarat Class 12 (HSC) and state domicile/birth criteria.

Institutional Quota (IQ)

Up to 10% seats in specific Trust/Municipal institutes (NHL MMC, SMIMER, Pramukhswami)

Institutional merit list generated by ACPPGMEC. Unfilled seats shift to state quota.

University Quota (UQ)

Designated quota seats across state universities

Earmarked for candidates who passed MBBS from colleges affiliated with that respective Gujarat parent university.

Allotted on university-specific merit pools.

In-Service Quota

Designated clinical/para-clinical seats in Government institutions

Medical Officers serving under Gujarat Government with certified rural/tribal tenure and valid NOC.

Subject to state service bonds and deputation rules.

2. Verified NRI Quota Eligibility & Document Checklist

ACPPGMEC permits up to 15% NRI quota seats in private self-financed and GMERS medical colleges. However, candidate eligibility is tightly restricted under official state regulations:

  • Permissible Sponsors: Candidate is an NRI, or the candidate's parent is an NRI. In the absence of parents, the rules allow an NRI legal guardian, subject to ACPPGMEC verification. State rules explicitly specify that while the father is alive, another person will not ordinarily be accepted as guardian.

  • No General Relative Sponsorship: The published PG instructions do not establish eligibility through an uncle, aunt, grandparent, sibling, or cousin merely acting as a sponsor, and do not require a revenue Pedhinama.

  • Prescribed Fee Undertaking: A notarized undertaking on ₹300 stamp paper in the prescribed format committing to pay annual tuition fees for the full course.

  • Passport & Residence Credentials: Valid passport of the NRI student or NRI parents, alongside valid overseas residence/work visa proof.

  • Embassy Certificate: Official NRI certificate issued by the Indian Embassy, High Commission, or Consulate in the host country.

  • Verification Venue: Applicants must complete physical document verification directly at the ACPPGMEC Office, GMERS Medical College, Gandhinagar.

  • Conversion Rule: Unfilled NRI seats will be converted to Management Quota (MQ) in subsequent rounds.

3. PwBD Reservation Guidelines & Assessment Boards

Under the Rights of Persons with Disabilities Act, 2016, 5% horizontal reservation is provided across categories for candidates with benchmark disabilities:

Note: Minimum 40% benchmark disability with a valid UDID card is specified. Final course eligibility depends on the designated medical board's individual functional assessment considering reasonable accommodation (per NMC guidelines), rather than solely an arbitrary percentage ceiling.

4. Administrative Rules, Rule 4(4) & Strict Scrutiny Warnings

  • Rule 4(4) Previous Admission Debarment: A doctor who secured admission through ACPPGMEC in any prior academic year cannot seek fresh admission to any course until the 3-year term of the previously allotted course has expired.

  • MBBS / FMGE Percentage Verification (Tie-Breaking Scrutiny): On 29.09.2026, ACPPGMEC reiterated that the aggregate percentage of all MBBS professional exams or FMGE scores reported in the NEET PG application form will be checked against original marksheets. If a rank tie was resolved based on aggregate marks and the candidate's reported data is found incorrect, their candidature will be cancelled immediately.

  • Mandatory In-Person Document Verification: Following online registration and PIN purchase, every candidate must book an appointment and report in person to an authorized ACPPGMEC Help Centre with original documents to receive the official Verification Slip.

5. Candidate Action Roadmap

  1. Document Archiving: Organize MBBS attempt certificates, internship completion certificate, and Gujarat Medical Council (GMC) permanent/provisional registration.

  2. Category Certificate Audit: SEBC candidates must ensure their Non-Creamy Layer (Parishishta-K) certificate is valid for FY 2026–27. EWS candidates must hold valid state-format certificates.

  3. NRI Verification at ACPPGMEC Gandhinagar: Prepare the ₹300 stamp paper undertaking, embassy certificate, and candidate/parent passport copies for in-person scrutiny at ACPPGMEC Gandhinagar.

  4. PwBD Physical Verification: Schedule in-person disability assessment at one of the six designated Government Medical Colleges once registration dates open.

  5. PIN Purchase Readiness: Keep payment methods ready for online PIN purchase and help center appointment booking once portal registrations go live.
