The official Rajasthan counselling portal states that a candidate having joined status after completion of Round 2 can participate in Round 3 for upgradation.

However, participation is not automatic. The candidate must submit a new set of choices during Round 3. Do not assume that choices filled in an earlier round will be carried forward.
