NMC has issued final NEET PG 2026 PwBD admission guidelines. PG eligibility will now use speciality-specific functional assessment, not disability percentage alone.

🚨 Important: NMC has released the final PwBD admission guidelines for NEET PG 2026 MD/MS/DNB courses, introducing a speciality-specific and competency-based assessment system.
📌 Effective From: 16 September 2026
👨⚕️ Affected: NEET PG 2026 PwBD candidates across MCC + State counselling
♿ Reservation benchmark: Minimum 40% benchmark disability remains applicable.
What Has NMC Changed?
The National Medical Commission has introduced a discipline-specific functional assessment framework for PwBD candidates seeking admission to postgraduate medical courses.
This means PG admission eligibility will no longer depend only on:
Disability type
Disability percentage
Existing disability certificate
Instead, the candidate's functional ability for the particular PG speciality will also be assessed.
40% PwBD Rule Continues
Candidates seeking reservation under the PwBD category must have:
At least 40% Benchmark Disability
However:
40% or more disability does not automatically establish eligibility for every MD/MS/DNB speciality.
The designated Medical Assessment Board will assess whether the candidate can perform the essential competencies required for the particular PG course.
UDID Card Is Important
PwBD candidates should possess a valid:
Unique Disability Identity — UDID Card
The UDID card will provide the primary documentary evidence regarding:
Disability
Category
Percentage
Validity
But the UDID percentage alone will not determine final PG speciality eligibility.
Final Eligibility — Medical Assessment Board
Final eligibility will be determined by the:
Designated Medical Assessment Board
The Board will consider:
Functional competency
Chosen PG speciality
Candidate's medical condition
Reasonable accommodation
Assistive technology, where appropriate
Academic requirements
Clinical requirements
Patient safety
Major Change for Branch Selection
This is especially important during NEET PG 2026 choice filling.
A candidate should not assume that one PwBD eligibility assessment automatically means every speciality is equally suitable.
NMC has created speciality-specific assessment requirements.
Surgical & Procedure-Intensive Specialities
The guideline specifically groups specialties requiring significant surgical skills/manipulation, including:
Anesthesiology
General Surgery
Obstetrics & Gynaecology
Ophthalmology
Orthopaedics
Otorhinolaryngology / ENT
Traumatology & Surgery
Emergency Medicine
Physical Medicine & Rehabilitation
Sports Medicine
Functional requirements can include:
Fine motor skills
Bimanual dexterity
Mobility
Prolonged standing
Hand-eye coordination
Depth perception
Communication
Clinical decision-making
Physical endurance
Other Clinical Specialities

Disability Alone Cannot Automatically Disqualify You
⚠️ This is an important protection for PwBD candidates.
NMC states that disability should not automatically be treated as disqualification.
A candidate should be considered based on whether the essential competencies can be achieved:
independently; or
with reasonable accommodation.
Reasonable accommodation should be considered wherever feasible without compromising essential academic, clinical or patient-safety standards.
What About Hearing Impairment?
The guideline provides for assessment with applicable assistive support such as:
Hearing aids
Cochlear implants
where the candidate can demonstrate the necessary functional communication requirements.
Mental Illness / ASD / SLD / Intellectual Disability
These conditions are also covered under the functional-assessment framework.
The assessment considers relevant factors such as:
Judgment
Communication
Ability to follow instructions
Structured learning
Independent functioning
Adaptive behaviour
Stability of the clinical condition
Essential speciality-specific competencies
Chronic Neurological Conditions
Candidates with chronic neurological disorders are assessed based on their actual functional condition.
Stable conditions may be considered where required competencies can be demonstrated.
Conditions involving uncontrolled seizures, frequent relapses, progressive neurodegeneration or severe functional impairment may require a different assessment based on the exact guideline criteria.
Multiple Disabilities / Blood Disorders
These candidates may require:
Case-by-case Medical Assessment Board evaluation
Candidates should therefore avoid relying on generic online eligibility charts.
“Disability Certificate” vs “Eligibility Certificate”
For PG medical admission purposes, NMC explains that the certificate issued after assessment is intended to function as an:
Eligibility Certificate
Its purpose is not merely to certify that a disability exists.
It determines whether the candidate is eligible for the relevant postgraduate medical course based on functional assessment.
Does This Apply Only to MCC?
No.
The guidelines apply to:

All State/UT counselling authorities
Recognised medical colleges
Designated Medical Assessment Boards
Authorities involved in PwBD PG admission/certification
So PwBD candidates participating in State NEET PG counselling 2026 must also follow the applicable national framework.

🚨 Do not lock an MD/MS/DNB branch only on the assumption that your ≥40% disability certificate makes you eligible for every speciality.
The 2026 framework is speciality-specific.
