MCC PwBD Eligibility Certificate Process Starts

PwBD candidates claiming reserved MBBS seats must visit an MCC-designated Medical Assessment Board with their NEET scorecard, permanent UDID card and prescribed affidavits. Only certified candidates will be shown PwBD seat choices.

Candidates who want to claim an MBBS seat under the PwBD category must obtain an Eligibility Certificate from an MCC-designated Medical Assessment Board.

Only candidates holding this certificate will be shown PwBD-reserved seat choices during MCC counselling.

The Medical Counselling Committee has issued an official notice dated 30 July 2026 for PwBD candidates participating in NEET UG Counselling 2026.

The notice follows the new National Medical Commission guidelines titled:

“Guidelines on Assessment of Persons with Benchmark Disabilities for Admission to the MBBS Course, 2026.”

What Changed

PwBD candidates seeking reserved MBBS seats through MCC must:

  1. Visit one of the designated MCC Medical Assessment Boards.
  2. Undergo the prescribed functional and eligibility assessment.
  3. Submit the required documents and affidavits.
  4. Obtain an Eligibility Certificate for the 2026 academic session.

⚠️ A regular disability certificate or UDID card alone will not activate PwBD seat choices in MCC counselling.

Who Is Affected

This notice applies to candidates who:

  • Qualified NEET UG 2026
  • Want admission to the MBBS course
  • Intend to claim the PwBD reservation
  • Will participate in MCC NEET UG counselling
  • Want PwBD-reserved choices to appear during choice filling

This includes applicable candidates participating through:

  • 15% All India Quota
  • Deemed Universities
  • Central Universities and Institutes
  • AIIMS
  • JIPMER
  • ESIC
  • BHU, AMU, DU and IPU
  • Other applicable MCC counselling routes

Required Documents

Candidates must submit the following at the designated Medical Assessment Board:

  1. NEET UG 2026 scorecard showing eligibility for the MBBS course
  2. Permanent UDID card issued by the Department of Empowerment of Persons with Disabilities
  3. Self-certified affidavit declaring the candidate’s functional abilities in the prescribed Schedule-I format
  4. General self-certification affidavit in Appendix-A
  5. Disability-category-specific affidavit in the prescribed Appendix-B to Appendix-F format, as applicable
  6. Government photo identity proof
  7. Relevant medical records and investigation reports
  8. Details of assistive devices or reasonable accommodation used, where applicable

Candidates should download the official notice and use only the affidavit formats attached to the MCC/NMC guidelines.

Most Important Rule

🚨 Only candidates who obtain an Eligibility Certificate from an MCC-designated Medical Assessment Board will be shown PwBD seat choices.

A candidate may qualify NEET and hold a permanent UDID card, but PwBD-reserved choices may still remain unavailable unless the required MCC Eligibility Certificate is obtained.

Validity of the Certificate

The Eligibility Certificate issued through this process will be valid only for the 2026 academic session.

Candidates should not assume that a certificate issued for an earlier counselling year will automatically remain valid for NEET UG 2026 counselling.

Assessment Process

The Medical Assessment Board will:

  • Verify the permanent UDID card
  • Verify the candidate’s affidavits
  • Assess functional abilities under the new NMC framework
  • Consider reasonable accommodation and assistive technology
  • Determine whether the candidate fulfils the applicable MBBS eligibility requirements
  • Generate the Eligibility Certificate using the verified disability and assessment details

Fake Document Warning

⚠️ MCC has clearly warned that if a UDID card or affidavit is found to be fake:

>

- The allotted seat will be cancelled

- Legal action may be initiated against the candidate

Candidates must submit only authentic and verifiable documents.

State-Quota PwBD Candidates

Candidates seeking PwBD reservation under the 85% State Quota may obtain the required certificate through the relevant State Medical Assessment Board.

However, the State Medical Assessment Board must conduct the evaluation according to the NMC PwBD Guidelines 2026.

State-quota candidates should separately check the instructions issued by their State counselling authority.

MCC has attached an expanded list of designated Medical Assessment Boards across India.

The list includes centres in multiple states and cities, such as:

  • Chandigarh
  • Agartala
  • Varanasi
  • Ahmedabad
  • Surat
  • Rajkot

  • Other notified locations

Important: Not every centre assesses every type of disability.

Candidates must check the speciality and disability types handled by each centre before travelling.

What Students Should Do Now

  1. Download the official MCC notice.
  2. Check the complete list of Medical Assessment Boards.
  3. Identify a centre that assesses your specific disability category.
  4. Prepare the permanent UDID card and prescribed affidavits.
  5. Keep the NEET UG 2026 scorecard and complete medical records ready.
  6. Contact or visit the designated centre according to its instructions.
  7. Obtain and safely preserve the Eligibility Certificate.
  8. Verify that PwBD choices become available when MCC choice filling starts.
  9. Immediately contact MCC if the certificate is valid but PwBD choices are not visible.

Important Rules / Warning

⚠️ MCC has not announced a common national last date for completing the assessment in this notice.

Candidates should not wait for choice filling or the final days of registration.

Assessment slots, working days and local procedures may differ between Medical Assessment Boards.

Also note:

  • This notice applies to MBBS PwBD eligibility
  • It does not change the NEET qualifying cutoff
  • It does not guarantee a medical seat
  • Admission still depends on NEET merit, PwBD seat availability, quota, counselling choices and allotment
  • A normal UDID card is not a substitute for the counselling-specific Eligibility Certificate
  • Certificates from unauthorised centres may not activate PwBD choices
