MCC Issues Mandatory PwBD Certificate Rules for UG Counselling

The Medical Counselling Committee — MCC has issued an official notice explaining the assessment and certificate process for PwBD candidates participating in NEET UG Counselling 2026.

The notice follows the new National Medical Commission guidelines on the assessment of Persons with Benchmark Disabilities for MBBS admission.

What Changed

PwBD candidates seeking an MBBS seat through MCC must visit one of the designated MCC Medical Assessment Boards and obtain an official Eligibility Certificate.

The assessment will be conducted according to the new NMC competency-based and function-oriented guidelines.

The certificate:

• Must be issued by a designated MCC assessment centre
• Is required to access PwBD seat choices
• Will be valid only for the 2026–27 academic session
• Will be based on the candidate’s UDID details, affidavits and functional assessment

Who Is Affected

This notice applies to candidates who:

• Have qualified NEET UG 2026
• Want to claim the 5% PwBD reservation
• Are participating in MCC UG counselling
• Want to view and fill choices against PwBD MBBS seats
• Hold a permanent UDID card and meet the applicable eligibility requirements

Required Documents

Candidates must carry and submit the following documents to the Medical Assessment Board:

1. NEET UG 2026 scorecard showing eligibility for MBBS admission
2. Permanent UDID card issued by the Department of Empowerment of Persons with Disabilities
3. Self-certified affidavit declaring the candidate’s functional abilities in the prescribed Schedule-I format
4. General Self-Certification Affidavit in Appendix-A
5. Disability-category-specific affidavit in the applicable Appendix-B to Appendix-F format
6. Relevant medical reports, investigation reports and assistive-device details, where applicable
7. Government photo identity proof and recent photographs

Most Important Choice-Filling Rule

🚨 Only candidates who obtain an Eligibility Certificate from a designated MCC centre will be shown PwBD seat choices.

A general disability certificate or UDID card alone may not be sufficient to access PwBD choices during MCC counselling.

Candidates must complete the prescribed assessment and obtain the session-specific Eligibility Certificate.

Certificate Validity

The MCC Eligibility Certificate will be valid only for the current 2026–27 academic session.

Candidates should not assume that:

• A certificate from an earlier counselling year will remain valid
• A general hospital certificate will automatically be accepted
• An assessment from a non-designated centre will provide access to MCC PwBD choices

Warning Against Fake Documents

⚠️ If a submitted UDID card or affidavit is found to be fake, the candidate’s allotted seat will be cancelled and legal action may be initiated.

Candidates must submit only genuine and verifiable documents.

State-Quota Candidates

Candidates seeking PwBD reservation under the 85% State Quota may obtain the required certificate from a State Medical Assessment Board.

However, the State board must conduct the assessment according to the NMC PwBD Guidelines 2026.

Candidates participating in both MCC and State counselling should check whether separate assessment or certificate procedures apply.

Important Date Clarification

The MCC notice is dated 30 July 2026.

MCC has not mentioned a separate final assessment deadline in this notice.

Candidates should not wait for choice filling. Complete the assessment as early as possible after confirming that the designated centre is accepting NEET UG 2026 candidates.

Any centre-specific schedule or MCC portal deadline must be followed separately when announced.

3. Select a centre authorised for your disability category.
