MCC NEET UG 2026 PwBD Rules Updated: Temporary UDID Not Automatic Ground for MBBS Rejection
MCC has published a fresh PwBD notice dated 7 August 2026 referring to the NMC addendum and appellate boards. Eligible PwBD candidates cannot be rejected from MBBS counselling only because their disability certificate or UDID card is temporary; medical assessment and functional eligibility rules still apply.

MCC has published a fresh notice dated 7 August 2026 regarding the NMC PwBD Addendum and Appellate Boards.

A candidate cannot be denied MBBS admission consideration only because the UDID card or disability certificate is temporary.
This is an important clarification for candidates participating in NEET UG 2026 MBBS counselling under the Persons with Benchmark Disabilities (PwBD) category.
What Has Changed?
NMC has issued an addendum to the Guidelines on Assessment of Persons with Benchmark Disabilities (PwBD) for Admission to the MBBS Course, 2026.
The addendum clarifies the treatment of candidates holding a temporary disability certificate or temporary UDID card.
Important New Clarification
Candidates whose disability is categorised as:
- Progressive
- Non-progressive
- Not likely to improve
should not be denied consideration merely because their UDID card or disability certificate is temporary.
⚠️ Temporary certificate does NOT automatically mean PwBD candidate is ineligible for MBBS.
Candidates Marked “Likely to Improve”
Where a temporary UDID/disability certificate records the disability as:
“Likely to Improve”
the candidate will require reassessment before final eligibility is determined.
Therefore:
Temporary UDID + Likely to Improve ≠ automatic eligibility
and
Temporary UDID ≠ automatic rejection
The final decision remains subject to the prescribed Medical Assessment Board process.
Functional Assessment Still Mandatory
The 2026 PwBD rules use a functional competency-based assessment instead of deciding MBBS eligibility only from the numerical disability percentage.
The designated Medical Assessment Board assesses whether the candidate:
- Possesses the required functional competencies, or
- Can acquire them with reasonable accommodation, assistive technology or appropriate support.
No candidate should be declared eligible or ineligible solely because of:
- Disability diagnosis
- Type/category of disability
- Disability percentage
- Temporary nature of the certificate alone
Eligibility Certificate
Under the revised 2026 framework, the certificate issued by the designated Medical Assessment Board for MBBS admission is called:
Eligibility Certificate
rather than simply “Disability Certificate”.
The assessment outcome may be:
- Eligible
- Eligible with Reasonable Accommodation
- Ineligible
PwBD Reservation Requirement
To claim PwBD reservation, the candidate must satisfy the applicable benchmark-disability requirement under the Rights of Persons with Disabilities Act and current NMC rules.
The Medical Assessment Board separately determines functional eligibility for MBBS admission.
Therefore:
PwBD reservation eligibility and functional MBBS eligibility are related but not identical assessments.
Appellate Mechanism
The NMC 2026 guidelines provide candidates the right to appeal against the decision of a Medical Assessment Board.
A candidate aggrieved by the Board's assessment can approach the Appellate Authority constituted by DGHS / MoHFW according to the procedure and timeline notified by MCC.
The Appellate Authority may:
- Review the Medical Assessment Board records
- Direct a fresh medical assessment
- Seek specialist/expert opinion
- Obtain additional medical opinion
- Affirm, modify or set aside the earlier assessment
The Appellate Authority must issue a reasoned decision.
Important for State Counselling
The appellate mechanism must also be tracked separately for State counselling.
For State Quota seats, candidates should follow the concerned State counselling authority's PwBD assessment and appeal instructions.
Do not automatically assume an MCC assessment schedule or appellate process applies to every State Quota seat.
Reasonable Accommodation
Before declaring a PwBD candidate ineligible, Medical Assessment Boards must consider whether the candidate can complete the MBBS course using appropriate reasonable accommodation.
This may include:
- Assistive devices
- Adaptive equipment
- Accessible digital resources
- Communication support
- Ergonomic modifications
- Accessible learning materials
- Examination accommodation
- Accessible clinical learning environments
What PwBD Candidates Should Do Now
- Check your UDID/disability certificate carefully.
- Check whether it is Permanent or Temporary.
- If temporary, check whether the disability is marked:
- Progressive
- Non-progressive
- Not likely to improve
- Likely to improve
- Keep the original UDID/disability documents ready.
- Follow MCC Medical Assessment Board instructions.
- Attend assessment on the allotted date/location.
- Obtain and preserve the Eligibility Certificate.
- If declared ineligible and you disagree with the decision, immediately check the applicable appeal procedure.
- Keep all medical reports and supporting evidence ready for any appeal/reassessment.
Important Warning
⚠️ Do NOT assume that a temporary disability certificate automatically cancels PwBD reservation eligibility.
At the same time:
⚠️ The NMC clarification does not remove the Medical Assessment Board requirement.
The candidate's functional eligibility still has to be determined under the 2026 assessment guidelines.
HGE Correction Required
If the HGE counselling guide or dashboard currently says:
“Permanent UDID mandatory; Temporary UDID candidates not eligible”
this should be corrected.
Replace With
“Temporary UDID/disability certificate alone is not a ground for rejection. Eligibility is subject to the applicable NMC PwBD guidelines and Medical Assessment Board assessment. Candidates whose disability is marked ‘likely to improve’ may require reassessment.”

PwBD candidates should not withdraw from counselling or assume they are ineligible merely because their UDID/disability certificate is temporary.
Follow the Medical Assessment Board process and obtain the official Eligibility Certificate.
If an adverse Medical Assessment Board decision is issued, check the appellate process immediately because counselling timelines are time-sensitive.
